White loses after h7, as black takes, exchanges the rooks, and plays c2. Black can take his time to come to the aid of the pawns, neither of which can be taken.

I guess that after 1.h7 (there is nothing else to play) 1...b2 white saves the day by pretty 2.Rh6+ with idea to promote with check and if 2...Kb6 then 3.Rb6 stops black pawns.

Of course, I have neant 2...Kg5, Sorry for stupid typo. 
 
After 1.h7 b2 2.Rh6+ Kg5 3.Rb6 black can't play 3...c2 as now white promotes and mates as the first (as black is not promoting with check here like in case of 1.h7 b2 2.h8=Q?? b1=Q+ -+). Black must play 3...Rxh7 now and after 4.Kxc3 draw is apparent.

its draw ,,, h7 is the last hope .. but its not leading to any combination  
1.h7 b2 (its good try for black)  
2Rh6+ Kg5 
now forc to exchnage evrything 3.Kc2 followed by Rh1 and lead to draw

Of course, 3.Kc2 is good alternative to 3.Rb6. The key move is 2.Rh6+.
