3. Ra8 wins the Black Queen.

if 1. ... Qd7
2. Qxd7 Rxd7
3. a7 wins the Rook or pawn promotion.

if 1. ... Q(or R)xa6
2. Qxa6 wins a piece.

as Ahmad said, but...
1. Qb7!... but after 1... Qd7 it is a mistake 2. Qxd7?? because 2... Bxd7.
Corectly is 2.Qb8+ Kh7 3.Bb7 and the rook is lost.

jacco's idea has a problem: After 1.Qa8? RxQ 2.BxR Bd5! 3.BxB QxB 4.a7 Qa8 and white is lost.

as Ahmad said, but...
Did anyone examine the two following lines after Qb7

1. Qb7 Qd7

if 2.Qxd7 then Bxd7 not Rxd7

Also I am examining

1. Qb7 Qb2!?

This may not be as clear as one first thinks.

After 1.Qb7 Qb2!? there are few ways to win for white. I say the easiest is 2.QxR QxR+ 3.Kh2 and black cannot stop Qb8 and a7-a8Q. Maybe is same easy to play 2.Rf1 and win the black rook next move. Also possible 2.Ra4 and if 2...Qb3 3.QxR and win a tempo in the first variation and if 2...Qc1+ 3.Kh2 Qc7 4.QxQ RxQ 5.a7 etc
