Then, Black plays ...Nf4? taking a Risk, 
[Q leaves diagonal] Ne2+, 
Kh1, Ng3+

A.Black, in my opinion. should strive to capitalize on White's back-rank weakness.  
(a) 1. ... Qf7 2.Nd2! (If 2.Bc4?? then 2. ... Qf2+ Qe1+ etc) Qf2+ 3.Kh1 Ne3 4.Bc4+ Kg7 5.Qd4+ Kh6 6.Rg1 etc. leaving tons of play. 
(b) 1. ... Qf7 2.Qf1?! Qe7 3.Qc4 (If 3.Qd3 then 3. ...Qc5+ etc.) Rf7! 4.Ba6 Ne3 threatening Rf1+ and Nc2 etc. 
 
B.Black has completed the development of his pieces, hence in a better position to attack.
