after 4.Re1 black cannot play 4...Re8 because the black king is on g8 (it had to move there because of the threat 4.Qh8++); white would simply play 5.Re8: ++.
I think that the issue is if black does not accept the sacrifice of the bishop (say, perhaps, 1... f5)...
